Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The remaining exclusion grounds must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the tender price in euros and complete the forms required by the contracting authority. The price must be provided both as the overall amount and in form 3, excluding VAT, and the amounts must match. The bid must include form 1 (application to participate), form 3 (price table) and, where applicable, form 5 (power of attorney for joint bidders) together with confirmation of joint and several liability.
For performance of the service, the bidder must involve a responsible supervision specialist with at least the qualification certificate ‘Diplomeeritud ehitusinsener, level 7’, specialising in ‘Building construction’ and with the selected competence ‘Owner’s supervision’, or equivalent. In addition, the bidder must involve specialists for the following disciplines: high-voltage systems, heating/ventilation/cooling, low-voltage systems, and water supply and sewerage. The required qualifications are at least a valid B-competence certificate or ‘Diplomeeritud electrical engineer, level 6’ for high-voltage systems; ‘Diplomeeritud heating, ventilation and cooling engineer, level 7’ with the owner’s supervision competence for heating, ventilation and cooling; security systems responsible specialist level 5 or security systems designer level 6 for low-voltage systems; and water supply and sewerage engineer level 7 for water supply and sewerage. Initial qualifications based only on education are not considered equivalent. If a specialist holds an Estonian qualification certificate, the contracting authority will verify it in the public qualification register; for a foreign certificate, a copy of the document issued by the competent authority must be provided.
The bidder must show an average net turnover of at least EUR 50,000 for the last three financial years in the period 01/01/2023–31/12/2025. The bidder must also prove that, within the 36 months before the publication date of the contract notice, it has properly performed at least one similar owner’s supervision contract. A similar contract is one where the bidder acted as main contractor, the object was a building, part of a building or building complex with at least 1,500 m² of enclosed net floor area, and the work included construction or reconstruction of the building envelope, interior spaces and technical systems. For each contract, the bidder must provide the contract name, partner details, object description, floor area and validity period, and if applicable the procurement reference number. If the bid is selected as successful, the contracting authority may request a confirmation letter from the client that the supervision service was performed properly.
