Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, or any other exclusion ground listed in the ESPD. Where applicable, evidence of self-cleaning measures must be provided. If the information is electronically available, a URL, code and issuer must also be provided.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last two financial years (2024 and 2025) must be at least EUR 1,500,000 in each year separately. Joint bidders may aggregate their turnover figures. On request, extracts from the financial statements for the last two completed financial years must be submitted, unless the data are publicly available to the contracting authority from public registers. If the bidder relies on the resources of another entity, the bidder must also provide that entity’s details and, where required, its consent confirming that it allows reliance on its turnover, will provide financial resources for contract performance, and will be jointly and severally liable for the part of the contract performed on the basis of its resources. For technical and professional capacity, the contracting authority may require a list of major construction contracts completed within the last 60 months and evidence that the works were carried out properly. The tender must comply with the procurement documents; conditional tenders are not allowed; the tender price must be submitted in the prescribed structure; and, where relevant, equivalence must be explained and supporting evidence attached. In the case of a joint tender, an authorised representative must be appointed and a joint bidder power of attorney must be submitted. The bidder must also confirm that it does not use a subcontractor who would have to be replaced during contract performance and that the offered goods are not subject to international sanctions.
