The bidder must confirm that neither the bidder nor the members of its administrative, management or supervisory body, its procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, or any other exclusion grounds listed in the contract notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The notice also includes confirmations regarding payment of taxes and social security contributions and that the goods offered are not subject to international sanctions.

The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. As compliance requirements, the bidder must confirm that the bid complies with all tender documents, that conditional bids are not allowed, that the bid price is submitted in the required structure, and that the offered vehicle data are provided in the required form. In the case of a joint bid, a joint bidders’ power of attorney must be attached. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
