Compliance requirements

The bidder must confirm that none of the exclusion grounds listed in Section 95(1), points 1–5 of the Public Procurement Act apply. A foreign bidder must provide a criminal record extract or an equivalent document for the absence of the circumstances referred to in points 1–3, and a certificate from the competent authority for point 4. The contracting authority may also exclude a bidder if a residence- or establishment-based participation restriction applies in the bidder’s country, where this is provided for in the procurement documents. Qualification criteria and exclusion grounds

The bidder must have completed at least 2 sales contracts for special equipment during the 36 months before the start of the procurement, with a total value of at least EUR 200,000 excluding VAT. A list of these contracts must be submitted, including the contract value, signing date and details of the other contracting party; in public procurement cases, reference numbers must also be shown. In a joint bid, the list is submitted jointly. The bid must include a technical description of the offered air start unit in sufficient detail to allow the contracting authority to verify compliance with all requirements in the technical specification. The bidder must confirm that the bid has been submitted in the structure required in the procurement documents, that no conditional bid has been submitted, and that, where applicable, equivalence has been explained and supporting evidence has been attached. If any information is treated as business secret, it must be briefly described and justified; the bid price and other numerical price-related indicators may not be marked as business secret.
