The bidder must confirm that none of the exclusion grounds listed in Section 95(1), points 1–5 of the Public Procurement Act apply. A foreign bidder must submit a criminal record certificate or an equivalent document showing the absence of the circumstances referred to in points 1–3, and a certificate from the competent authority in its country of establishment showing the absence of the circumstance referred to in point 4. The contracting authority may restrict participation based on the bidder’s country of residence or establishment if this is provided for in the procurement documents; the bidder must confirm whether such a restriction applies.

The bidder must have performed at least 2 sales contracts for ground support equipment intended for servicing aircraft within the 36 months preceding the start of the procurement, with a total value of at least EUR 300,000 excluding VAT. A list of these contracts must be submitted, including the contract value, signing dates and details of the other contracting party; for public procurements, reference numbers must also be shown. In a joint bid, the list of completed contracts is submitted jointly.
