Compliance requirements
The bidder must confirm that neither it nor the members of its management, supervisory or control bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other serious ground for exclusion listed in the tender documents. If a ground for exclusion exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that contract award would not breach international sanctions and that it does not use sanctioned persons or entities for more than 10% of the contract value. The exact exclusion grounds and confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the completed Form I participation application. For lot 1, the bidder must provide the completed Form III for the designer role and Form IV for the editor role, with enough information for the contracting authority to verify compliance. The designer must have experience in designing at least 2 learning materials intended for students with special educational needs. The editor must have experience in editing at least 2 learning materials intended for students with special educational needs. If the bidder offers more than one person for either role, each person must meet the same requirements. The bidder must also submit the annual turnover information required in the tender documents: total business turnover for each of the last 3 financial years ended by the start of the procurement must be at least EUR 20,000 per year for the relevant lot. The tender documents also require a declaration of bid compliance, an equivalent-solution explanation and supporting evidence where relevant, a joint bidders’ power of attorney if applicable, and the required participation application form.
