Qualification criteria and exclusion grounds
Within the 60 months before the publication date of the contract notice, the bidder must have properly performed at least one contract under which road asphalt pavement repair or construction works were carried out in a total amount of at least 2,000 m². The bidder must submit the contract details on the contracting authority’s form in Annex 3 and a confirmation from the client that the contract was properly performed; the contracting authority does not accept a handover-takeover certificate as such confirmation. If the bidder relies on the resources of another entity, it must submit the consent form in Annex 5 and, where necessary, mark the subcontractor and the reliance in the register. In a joint tender, Annex 6 must also be submitted if the joint bidders rely on each other’s resources. The person responsible for the road repair works must have at least Level 6 professional qualification as a road engineer, specialising in Roads under the sub-speciality Construction Management or Site Management, or an equivalent qualification. If the qualification was not obtained in Estonia, copies of the supporting documents must be submitted. The tender must be signed by the legal representative or an authorised person; if a power of attorney is used, it must be attached. The tender must comply with the tender documents, conditional tenders are not allowed, and the tender price must be submitted in the structure and on the form required by the contracting authority. The bidder must also confirm environmentally friendly work practices, separate collection and recycling of waste, and, where possible, the use of environmentally friendly equipment. Goods that are the object of an international sanction are not allowed.
