Peat moss purchase

The bidder must confirm the standard exclusion grounds, including that neither the bidder nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that the tender complies with the procurement documents, that any equivalence has been explained where necessary, and that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. The compliance conditions also include a confirmation that subcontractors or suppliers linked to the Russian Federation within the meaning of Regulation (EU) 2022/576 will not account for more than 10% of the contract value.

The bidder must prove technical and professional capacity by having completed at least one peat moss sales contract in the 36 months before the publication of the contract notice, with an annual total value of at least EUR 100,000. If the bidder relies on the capacities of another company to meet the selection criteria, the relevant consent must be submitted. The bid must also include the price for transport and unloading of the goods in the required document and in the eRHR price form. If any more specific requirement or proof was not fully stated in the machine-readable notice, it must be checked in the tender documents.
