Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds under the procurement rules. The bidder must answer the self-declaration questions and, where applicable, provide evidence of self-cleaning measures. If an exclusion ground applies, the bidder may have to show that it has taken measures to restore reliability, if this is allowed by the procurement documents or the applicable rules.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover for each of the last three completed financial years must be at least EUR 400,000. The bidder must have submitted a business activity notice in the business register for the activity of gas sales, or hold an equivalent registration or licence under the law of its country of establishment. If the bidder is not established in Estonia, it must provide a certificate from the competent authority of its country of establishment confirming the registration or licence. The bidder may rely on the resources of another company, but then it must submit that company’s consent, its ESPD, and show that the other company has no exclusion grounds and meets the selection criteria relied on.
