Qualification criteria and exclusion grounds
The veterinarian orthopaedist and neurologist in the bidder’s team must be registered in the veterinary register maintained by the Agricultural and Food Board or in an equivalent register in the bidder’s country of establishment. The contracting authority will verify this itself through the register. The person directly involved in contract performance must have at least 3 years of experience as a small-animal orthopaedist and neurologist, excellent spoken and written Estonian and English, and computer skills, including internet, e-mail, word processing, spreadsheets and presentation software. The bidder must submit a digitally signed CV for this person that allows compliance with the requirements to be checked. The bid price must be submitted according to the prescribed structure, and conditional bids are not allowed. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
