Compliance requirements
The machine-readable notice contains the standard exclusion grounds for criminal organisation, corruption, fraud and terrorist offences. The bidder must answer the mandatory self-declaration questions and, where applicable, may provide evidence of self-cleaning and the required supporting information. The notice also includes a confirmation that no subcontractor subject to replacement under the Public Procurement Act will be used.
Qualification criteria and exclusion grounds
The bidder must have completed at least one green area maintenance contract within the 36 months before the start of the procurement. The contract must have included mowing of green areas, and the volume must have been at least 30 hectares per mowing cycle. The contract or contracts must have been completed during that period. The bidder must provide the required contract details in the ESPD. If the bidder relies on the capacities of another entity, that entity’s ESPD and the required consent must also be submitted. On request, the contracting authority may require proof of proper performance, such as a client reference or handover certificate. The tender must comply with the procurement documents, conditional tenders are not allowed, the tender price must be submitted in the required structure and cost list form, and a power of attorney must be provided where needed. In a joint tender, each participant must submit the required confirmation.
