Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The exact exclusion grounds and any acceptable evidence must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register or an equivalent register in its country of establishment. For technical and professional capacity, the bidder must have completed at least 1 similar main design project for the reconstruction of technical systems for a public building, such as a school, kindergarten or office building, within the last 36 months. The bidder must provide the client name, site address, scope of work and period of performance. The team must include an authorised architect with a level 7 professional qualification or equivalent, a responsible HVAC designer with at least a level 7 engineer qualification or equivalent, and a responsible electrical and automation systems designer with at least a level 7 engineer qualification or equivalent. In the ESPD, the bidder must confirm the availability of these specialists and provide their names and professional certificate numbers or a reference to the professional register. The bidder must also confirm that the tender complies with the tender documents, that conditional tenders are not allowed, and that the bill of quantities and cost form will be prepared as part of the main design in a machine-readable editable format.
