Compliance requirements
The bidder must confirm the standard exclusion grounds concerning final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory grounds set out in the tender documents. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures where the law or tender documents permit it. The machine-readable notice did not include the full list of exclusion grounds; these must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have, as of the tender submission date, a quality management system based on ISO 9001:2015 or an equivalent standard and must submit an independent body’s certificate or proof of compliance. The bidder must also have, as of the tender submission date, an environmental management system based on ISO 14001:2015 or an equivalent standard and must submit an independent body’s certificate or proof of compliance. The machine-readable notice did not include any more precise qualification, experience, financial capacity or team requirements; these must be checked in the official tender documents.
