Compliance requirements
The bidder and the persons connected with its right of representation are checked for the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, and money laundering or terrorist financing. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures, where permitted. The exact exclusion grounds and any additional conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s average net turnover for the last three completed financial years must be at least EUR 40,000 per financial year. Joint bidders may aggregate turnover figures. The successful bidder must submit extracts from the reports of the last three completed financial years showing the turnover, unless the data are freely available to the contracting authority from public databases. To prove technical capability, the bidder must have properly performed at least one owner’s supervision contract for the construction of a publicly used road within the 36 months preceding the start of the procurement, with construction works worth at least EUR 850,000 excluding VAT. The bidder must provide the contract description, value, period and client details, and, if requested, a client confirmation. In the case of a joint tender, a power of attorney for the joint bidders must be submitted. The bidder must also confirm that its tender complies with the tender documents and that it meets the team requirements set out in Annex 2 to the service contract; CVs and competence documents for the proposed team members must be submitted within 10 days after contract signature.
