Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud and the other mandatory exclusion grounds listed in the ESPD. For each ground, the bidder must confirm whether it applies and, where relevant, provide the date of conviction, the reason, the person convicted, the duration of exclusion and any self-cleaning measures taken. If the information is electronically available, a reference or code must also be provided. The machine-readable notice did not show the full list of exclusion grounds; the exact list must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have prior experience in selling ballistic protective glasses. Experience is considered sufficient if, within the 36 months before the start of the procurement, the bidder has properly performed at least 3 similar contracts or transactions and, under each contract or transaction, at least 300 corresponding products were sold in a single delivery. To prove this, the bidder must provide the contract or transaction description, value, period, customer name and contact details, and, where applicable, an electronic reference. The tender must comply with all tender document requirements, remain valid for 3 calendar months from the submission deadline, and the bidder must submit one sample together with all required accessories. The goods must carry a warranty of at least 24 months starting from the signing of the handover-acceptance report. The bidder must also confirm that the offered goods are not subject to international sanctions and that it does not involve subcontractors or suppliers subject to sanctions restrictions for more than 10% of the contract value. In the case of a joint tender, a power of attorney or a confirmation that the tender is not joint must be provided. If an equivalent solution is offered, it must be explained and supporting evidence must be attached.
