Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud, and that no corresponding exclusion period still applies. The bidder must also confirm that no other exclusion grounds listed in the ESPD apply, including tax arrears and other statutory prohibitions. If an exclusion ground exists, the bidder may submit evidence of self-cleaning where permitted.

Qualification criteria and exclusion grounds

The bidder must be an audit firm within the meaning of Section 7(2) of the Auditing Activities Act, i.e. a partnership of sworn auditors or a sole proprietor acting as a sworn auditor. The bid must comply with the conditions set out in the procurement documents, and conditional bids are not allowed. If the bidder participates in a joint bid, a power of attorney for the joint bidders must be attached. If subcontractors are used or the bidder relies on the capacities of other entities, this must be submitted in accordance with the procurement documents.
