Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the ESPD. These include final convictions within the last five years for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground applies, the bidder may, where allowed, submit evidence of self-cleaning measures to restore reliability. The notice also requires confirmation that the bidder does not use subcontractors or suppliers for more than 10% of the contract value who are Russian citizens, residents, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives acting on their instructions. The machine-readable notice does not provide any further precise exclusion requirements; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have a last completed financial year net turnover of at least EUR 240,000. Joint bidders may combine their turnover figures. The bidder must submit in the ESPD the turnover data for the last completed financial year. The bidder must also provide, on request, the annual report extract or other documents proving the turnover amount. For technical and professional capacity, the bidder must have successfully completed at least 1 contract for the design of a public road construction project within the 36 months before the start of the procurement. The bidder must provide a list of such contracts and, on request, a client confirmation showing proper performance, the project completion deadline and the contract value excluding VAT. If the bidder relies on another entity’s resources, the ESPD must also include that entity’s details and, on request, the required consent form.
