The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other authorised representatives have been convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus, and that the same applies to any person whose capacity the bidder relies on.

The bidder must have provided at least 2 technical maintenance services for buildings with a closed net floor area of more than 1,000 m² during the 36 months before the publication date of the contract notice. On the reference projects, all maintenance activities listed under EVS 807 codes 281, 282, 283 and 284 must have been performed. A list of contracts must be submitted, including the names and contact details of the contracting parties, the address of the contract object and the contract period; for public procurement contracts, the procurement reference number must also be provided. The contracting authority may request a confirmation letter from the previous client. The project manager must have at least secondary education and either have managed technical maintenance works for at least two buildings over 1,000 m² during the last 3 years, with management lasting at least 6 months for each assignment, or hold the professional certificate 'Responsible Specialist for Security Systems, level 5' with the competence 'Installation and maintenance of fire alarm systems' or an equivalent qualification. For the project manager, the bidder must submit the details on Form 4 and a copy of the education certificate. If the professional certificate was issued outside Estonia, the bidder must also submit a copy of the relevant foreign document and a document issued by the competent Estonian authority confirming equivalence of the foreign qualification. The bid must comply with all tender document requirements, Form 2 must be submitted, and the price must be stated in euros both on the eRHR pricing sheet and on Form 3; the fixed hourly rate in Form 3 must remain within the specified limit, and zero pricing or cross-subsidisation of services is not allowed. If a joint bid is submitted, an authorised representative must be appointed and Form 8 together with the joint and several liability confirmation must be provided. The bid must comply with the required terms, and any equivalence must be explained with supporting evidence. The machine-readable notice did not include precise qualification or compliance requirements; these must be checked in the tender documents.
