Compliance requirements

The bidder must confirm that neither the bidder nor members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The bidder must also confirm that neither the bidder nor any person whose qualifications it relies on is established in the Russian Federation or the Republic of Belarus.

Qualification criteria and exclusion grounds

The bidder must have provided at least 2 technical maintenance services for buildings with a closed net floor area of more than 1,000 m² during the 36 months before the publication date of the contract notice. The references must cover the maintenance activities listed under EVS 807 codes 281, 282, 283 and 284 and must have been performed in accordance with concluded contracts and good practice. Contract details must be provided in the ESPD, and the contracting authority may request a confirmation letter from the previous client. The bid must include Form 2, Form 3 and Form 4, as well as a copy of the document proving education. The bidder must involve a project manager who has at least secondary education and either at least 3 years of experience in the last three years managing technical maintenance works for at least two buildings with a closed net floor area of more than 1,000 m², with each assignment having lasted at least 6 months, or a professional qualification of “Responsible Specialist for Security Systems, level 5” with the competence “Installation and maintenance of fire alarm systems” or equivalent. If the professional certificate was issued outside Estonia, the bidder must submit both a copy of the relevant document and a confirmation from the competent Estonian authority that the foreign qualification corresponds to the qualification required by the contracting authority. The bid must comply with all tender documents, include the price in euros, and the fixed hourly rate must remain within the specified limit. Zero pricing and cross-subsidisation of services are not allowed.
