Compliance requirements
The bidder must not be bankrupt, and no reorganisation or bankruptcy proceedings may have been initiated against it. A bidder that submits false information during the auction procedure will be excluded. Qualification criteria and exclusion grounds

For compliance, the bidder must confirm that it is aware of the property size, boundaries, technical condition of the buildings, encumbrances and other restrictions, and that it accepts the seller’s terms. The winner must sign a notarised sale agreement within 30 calendar days after confirmation of the result. The bid must be submitted in Estonian. The bidder must provide a document showing its right of representation, and a power of attorney if the right of representation does not arise from law. A bid guarantee must be provided either by a guarantee from a credit or financial institution or an insurance company, or by depositing the amount into the contracting authority’s bank account; the guarantee amount must reach Eesti Energia AS account EE382200221002155774 at Swedbank no later than 24.07.2026 at 13:00, with the reference “Enampakkumine Sooru”. The bidder must also submit a brief description of its background, owners and references.
