Compliance requirements
The bidder is checked against the usual exclusion grounds, in particular participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD, as well as payment of taxes and social security contributions. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where this is permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be able to use one system analyst for contract performance, and that person must meet the compliance requirements set out in the CV template in Annex 3.2. The successful bidder must submit the team member’s details and CV within 5 working days after signature of the contract; no CV is submitted during the tender procedure. The tender must remain valid for 4 months. The bidder must confirm that it and, where relevant, joint bidders and subcontractors are established in Estonia, another EU Member State, an EEA contracting state or a country that has joined the WTO Government Procurement Agreement. The bidder must also confirm that the tender complies with the procurement documents, that any equivalence has been explained and supporting evidence attached, and must provide the company and signatory details needed for contract conclusion. If subcontractors are used for a contract share exceeding EUR 50,000 excluding VAT, their name, registration code and the subcontract name, date, number and amount must be provided after contract award.
