Compliance requirements

The exclusion grounds include at least participation in a criminal organisation, corruption and fraud. The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation powers, have been convicted on these grounds within the last five years, or that any current exclusion period does not apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must have provided at least 2 technical maintenance services for buildings with a closed net floor area of over 1,000 m² during the 36 months preceding the publication of the contract notice. On the reference projects, all maintenance activities listed under EVS 807 codes 240 and 250 must have been performed. A list of contracts must be submitted, including the names and contact details of the contracting parties, the address of the contract object and the contract period; for contracts awarded through public procurement, the procurement reference number must also be provided. Upon request by the contracting authority, a confirmation letter from the previous client must be submitted, confirming that the services were performed properly and to the required extent. For the project manager, the requirement is either at least secondary education and a professional certificate at level 5 issued by the Estonian Association of Property Maintenance (“Property Manager, level 5” or “Property Maintenance Master, level 5”, or equivalent), or at least three years of experience in managing technical maintenance works for at least two buildings with a closed net floor area of over 1,000 m², with each management assignment lasting at least 6 months, within the three years preceding the publication of the contract notice. For all involved specialists, the bidder must provide the data required in Form 4 and an education certificate; for certificates issued in Estonia, the contracting authority checks the public professional register, while for foreign qualifications the bidder must submit both a copy of the foreign document and a certificate from the competent Estonian authority confirming equivalence. The bid must comply with all tender document requirements, business secrets must be marked separately where needed, and Form 2, Form 3, Form 4 and, if applicable, Form 8 must be submitted.
