Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud, unless the exclusion period in the judgment is still in force. If an exclusion ground exists, the bidder may submit self-cleaning evidence where permitted. The bidder must also confirm that its place of establishment or residence is not in the Russian Federation or the Republic of Belarus, and that the same applies to any person whose capacity the bidder relies on.

Qualification criteria and exclusion grounds

The bidder must provide at least 2 references for technical maintenance services performed within the last 36 months in buildings with a closed net area of more than 1,000 m². The references must cover the maintenance activities listed under EVS 807 codes 240 and 250 and must have been performed in accordance with the contract and good practice. Contract details must be submitted in the ESPD, including the names and contact details of the contracting parties, the address of the site and the contract period; for contracts awarded through public procurement, the procurement reference number must also be given. The contracting authority may request a confirmation letter from the previous client. The project manager must have at least secondary education and either a qualification certificate issued by the Estonian Association of Property Maintenance at level 5 (“Property Manager” or “Property Maintenance Master”) or equivalent, or at least 3 years of experience in which they have managed technical maintenance works for at least two buildings with a closed net area of more than 1,000 m², with each management assignment lasting at least 6 months. For certificates issued in Estonia, the contracting authority checks the public professional register; for foreign certificates, the bidder must submit the certificate and a confirmation from the competent Estonian authority that it is equivalent. The bid must comply with all tender document requirements, the price must be submitted in euros both in the eRHR worksheet and in Form 3, the hourly rate must fall within the specified limit, zero pricing and cross-subsidisation are not allowed, and fixed additional service prices must not exceed the maximum amount. The bidder must submit Form 2, Form 3, Form 4, an education certificate, equivalence evidence where applicable, and in the case of a joint bid, Form 8 and a power of attorney. The bidder must also confirm that the bid complies with the tender documents and that entities from the Russian Federation or Belarus do not participate.
