Compliance requirements

The tenderer must confirm the standard exclusion grounds: no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and other listed offences. The machine-readable notice also requires confirmation that the tenderer has taken self-cleaning measures where applicable and that the tenderer can provide evidence of those measures. The notice further includes sanctions-related confirmations: the offered goods or services must not be subject to international sanctions, more than 50% of ownership must not belong directly or indirectly to Russian citizens, residents or entities established in the Russian Federation, and the tenderer must not act on their behalf or under their instructions. The tenderer must also confirm that subcontractors, suppliers and relied-on entities subject to the sanctions restrictions are not involved beyond the permitted threshold. Precise exclusion grounds and confirmations must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The tenderer must have performed at least 3 contracts in the field corresponding to the subject of the procurement (acoustic assessment of fish stocks) during the 60 months before the start of the procurement. The tenderer must provide the buyer’s name and contact details, a description of the contract subject and the contract performance period in the Single Procurement Document. The tender documents also require the tenderer to confirm that the offered service complies with all requirements in the procurement documents and that the tender is valid for at least 3 months from the tender submission deadline. If the tender is submitted by a representative, a power of attorney in the form required by Annex 2 must be provided unless the right of representation is evident from the register. In a joint tender, a power of attorney for the authorised representative and Single Procurement Documents for all joint tenderers must be submitted.
