Compliance requirements
The tenderer must confirm the standard exclusion grounds: no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and other listed offences. The machine-readable notice also requires confirmation that the tenderer has taken self-cleaning measures where applicable and that the tenderer can provide evidence of those measures. The notice further includes sanctions-related confirmations: the offered goods or services must not be subject to international sanctions, more than 50% of ownership must not belong directly or indirectly to Russian citizens, residents or entities established in the Russian Federation, and the tenderer must not act on their behalf or under their instructions. The tenderer must also confirm that subcontractors, suppliers and relied-on entities subject to the sanctions restrictions are not involved beyond the permitted threshold.
