Compliance requirements
The bidder must confirm the standard exclusion grounds, including that neither the bidder nor its management, representative or supervisory persons have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or other breaches listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not fully set out the precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least three cleaning contracts for similar buildings within the 36 months before the start of the procurement. A similar building means a school building, kindergarten or administrative building larger than 2,500 m². Ongoing contracts may also be accepted if they meet the same conditions, and there must have been no material breaches in contract performance. The bidder must also provide proof of ISO 14001 or an equivalent environmental management system. As compliance requirements, the bidder must train the staff performing the service before service starts and provide evidence of the training. During contract performance, the bidder must also carry out monitoring, use compliant cleaning products, and provide lists and supporting documents for soaps and tissue products.
