Compliance requirements
The machine-readable notice included the standard exclusion grounds, including participation in a criminal organisation, corruption, fraud and other mandatory grounds under the ESPD. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed. The exact list and any additional grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least one person responsible for managing cleaning work who holds at least one of the following qualifications: cleaning work manager, property maintenance master, or cleaning service instructor, level 4. An equivalent professional qualification recognised in Estonia or another EEA Member State is also acceptable. The bidder must provide the responsible person's name and the details of a professional certificate or other equivalent proof of qualification. The contracting authority will also verify the qualification in the professional register. In addition, the bidder must have properly performed at least one similar cleaning or housekeeping service contract for a building or buildings with a total cleaned area of at least 1,000 m² during the 36 months before the start of the procurement. If the contract is still ongoing, it must have been performed for at least 18 months by the tender submission deadline. For the reference, the bidder must provide a short description of the service, the cleaned area, the contract value, the performance period and the client details. The tender must comply with the procurement documents and conditional tenders are not allowed. For lot 1, the bidder must inspect the place of performance before submitting the tender and attach the contracting authority's written confirmation of the site visit. In a joint tender, a power of attorney for the joint tenderer's representative must be submitted. The tender price must be submitted in the required structure. Before service start, the bidder must train the service staff on environmental aspects and provide proof of the training. The cleaning products are subject to specific environmental requirements: tissue paper products must comply with EN ISO 14024 Type I ecolabel or an equivalent standard, hand soap must comply with EU Ecolabel requirements, and all cleaning agents must comply with criteria 1 and 4 of the EU Ecolabel for hard-surface cleaning products. If a product has the relevant ecolabel, a certificate must be provided; otherwise, an assessment report from a conformity assessment body or an impartial auditor is required.
