Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures where the tender documents or applicable law permit it. The machine-readable notice does not provide the full list in a concise form; the exact exclusion grounds and confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate economic and technical capacity. For the field of general building cleaning, the bidder’s net turnover for each of the last three financial years ended by the start of the procurement must be at least EUR 80,000. The bidder must provide a confirmation in the ESPD and, if necessary, the last two annual accounts or extracts if the data are not available from a public database.
For technical and professional capacity, the bidder must have performed at least 2 general building cleaning contracts in the 36 months before the start of the procurement, each worth at least EUR 200,000 excluding VAT. The bidder must provide the contract value, dates and the other contracting parties.
The bidder must also have experience using cleaning agents awarded the EU Ecolabel for hard-surface cleaning products or another officially recognised EU Type I ecolabel under EN ISO 14024. At least 1 contract completed within the last 3 years before the notice date must be named, showing that ecolabelled cleaning agents were used.
The site manager must have cleaning service supervisor level 4 or equivalent, at least 3 years of work experience in general building cleaning, experience in organising and managing cleaning work on at least 1 similar site within the last year, and Estonian language skills at least at B1 level. The site manager’s CV must be submitted in the form required by the tender documents.
The bid must comply with the tender documents, be submitted in the required structure, and conditional bids are not allowed. If the bidder is a joint bidder, a power of attorney for the joint representative must be submitted. Unless an exemption applies, the bidder must provide environmental training to the staff before service start and submit proof of the training. The bidder must also establish a monitoring procedure for the contract period unless compliance is demonstrated through ISO 14001, EMAS or an indoor cleaning services ecolabel.
