Compliance requirements
The bidder and its representatives must confirm that none of the exclusion grounds listed in the ESPD apply, including participation in a criminal organisation, corruption, fraud, money laundering, terrorism-related offences, child labour and other grounds provided by law. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate financial and technical capacity and compliance with the tender conditions. Turnover: the net turnover in building cleaning services for each of the last three financial years completed before the start of the procurement must be at least EUR 80,000 per year; the ESPD must include a declaration and, if requested, the last two annual accounts or extracts. Experience: within the last 36 months, the bidder must have completed at least 2 building cleaning contracts, each worth at least EUR 200,000 excluding VAT, with details of contract value, dates and the other contracting parties. Eco-labelled cleaning products: the bidder must have at least 1 contract completed within the last 3 years in which cleaning products with the EU Ecolabel for hard-surface cleaning products or an equivalent EN ISO 14024 Type I ecolabel were used; the bidder must provide the contract description, cleaning products used and the client’s contact details. Site manager: required qualifications are cleaning service supervisor level 4 or equivalent, at least 3 years’ work experience in building cleaning, experience in organising and managing cleaning work on at least one similar site within the last year, and Estonian language skills at least at B1 level; the site manager’s CV must be submitted. Compliance: the bid must comply with all tender documents, conditional bids are not allowed, the bid price must be submitted in the required structure and may not be zero or negative. Environmental requirements: before service start, the staff must be trained and a monitoring procedure must be established unless the bidder has an alternative certified environmental management system or ecolabel.
