Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences related to the commission of a terrorist act or terrorist activity. If such a ground applies, the bidder may submit evidence of self-cleaning where permitted. The machine-readable notice may contain other exclusion grounds as well; the exact conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have performed at least one contract similar to the subject matter of the tender within the last 36 months. A similar contract is a contract for the design, manufacture, supply, sale, maintenance or installation of a bulk material handling system that involved handling dry powdered bulk material silo or fly ash, cement, lime, limestone, activated carbon or APC waste. A list of completed contracts must be provided with their value, dates and the other contracting party’s details. The bid must include a technical description of the offered silo showing, among other things, usable capacity, main dimensions, self-weight, maximum permitted material mass, materials and wall thicknesses, surface protection, filling system, filter unit, overpressure and underpressure protection, level sensor, discharge opening, big-bag solution, weighing solution, interfaces, flow-improving devices, electricity and compressed air requirements, transport conditions and delivery time. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas, and that only subcontractors and suppliers located in permitted countries will be used during contract performance. In the case of a joint bid, an authorised representative must be named. The exact form and evidence requirements must be checked in the tender documents.
