Compliance requirements
The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, and money laundering or terrorist financing. If any ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
At least one concept author must hold a valid professional qualification as an authorised architect or authorised landscape architect. For an author resident in Estonia, the corresponding professional qualification is required. The participant must provide the author’s name and qualification details and, if requested, a copy of the professional certificate or register extract. The concept must be submitted electronically via eRHR by the deadline, in a commonly used file format and in the scope and form required by the tender documents. The bidder must attach a digitally signed name card; in a joint bid, an authorised representative must be appointed and a joint-bidders power of attorney must be attached. The bidder must confirm that the bid complies with the tender documents and, where relevant, that equivalence has been explained and supporting evidence attached. The environmental requirements mean that the concept design and later design work must take into account reducing hazardous chemicals, lowering the CO2 footprint, and considering the life cycle and sustainability of materials.
