Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the ESPD. The notice covers convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the related self-cleaning option. If an exclusion ground applies, the bidder may provide evidence of measures taken to restore reliability, where allowed by law or the tender documents. The machine-readable notice did not include any more precise exclusion details; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
At least one author of the design concept must hold a valid authorised architect qualification or authorised landscape architect qualification, or an equivalent professional qualification obtained in an EEA Member State or Switzerland. For an Estonian resident author, the authorised architect or authorised landscape architect qualification must have been granted in Estonia. The participant must provide the author’s name and the required qualification details in the tenderer’s declaration. If requested by the contracting authority, the participant must submit a copy of the relevant professional register entry or professional certificate as of the deadline for publication of the design competition notice or later.
