Compliance requirements

Qualification criteria and exclusion grounds

The bidder’s turnover in the construction works sector for the previous financial year must be at least EUR 150,000 excluding VAT. The bidder’s team must include a project manager with at least level 5 construction site manager qualification and competence for general construction works. The bidder must have completed at least 1 equivalent construction reference within the last 60 months. An equivalent reference means construction or reconstruction works in an occupied building where continuity of use, user safety and minimisation of disruption had to be ensured. For the reference, the bidder must describe the building’s use, that the building remained in use during the works, and the working conditions. If competence cannot be verified from the official qualification register, proof must be provided on the contracting authority’s request.
