Compliance requirements

The machine-readable notice included mandatory exclusion grounds for criminal organisation participation, corruption and fraud. The bidder or its management/administrative/supervisory body member, authorised representative or similar controlling person must not have a final conviction within the last five years for these offences, unless the conviction still imposes an exclusion period. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning, where allowed by the procurement documents or applicable law.

Qualification criteria and exclusion grounds

The bidder must show a net turnover of at least EUR 900,000 in each of the last two completed financial years. If the financial year follows the calendar year, the required years are 2025 and 2024. The bidder must have completed at least 1 similar sales-and-installation contract worth more than EUR 400,000 during the 36 months before the publication date of the contract notice. A similar contract means a furniture sale, rental or leasing transaction that also included furniture installation. For references, the bidder must provide the contract partner’s name and contact details, the procurement object, the value, the contract period and, if the contract resulted from a public procurement, the procurement reference number.
