Compliance requirements
The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; the exact list must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must be at least EUR 900,000. Within the 36 months before publication of the contract notice, the bidder must have completed at least 1 similar sales-and-installation contract worth more than EUR 400,000; a similar contract means a furniture sale, rental or leasing transaction that also included furniture installation. Contract details must be provided in the ESPD, including the contracting party, contact details, contract object, value and period, and for contracts awarded through public procurement, also the procurement reference number. As compliance requirements, the offer must comply with all procurement documents and include Form 2 participation application, Form 3 price table, Form 9 product specification and, where relevant, evidence of equivalence. In addition, the bidder must provide confirmation of at least a 5-year warranty, confirmation that spare parts will be available for at least 5 years, disassembly and repair instructions, a REACH candidate substances declaration, and documents proving the legality of the wood origin or equivalent evidence.
