Compliance requirements
The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion situations set out in the tender documents. If an exclusion ground applies, the bidder may indicate self-cleaning measures and, where available, provide electronic evidence, codes or issuing authority details. The machine-readable notice did not include the full list of exclusion grounds; the exact grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The contracting authority may request evidence of registration.
The bidder’s average annual net turnover for the last three completed financial years must be at least EUR 100,000. If the bidder has operated for less than three years, the arithmetic average net turnover for the years of operation related to construction works is used. If the bidder relies on another company’s resources, a separate ESPD for that company and a signed confirmation from both parties about the use of those resources must be provided.
Within the last 60 months, the bidder must have performed at least two similar construction contracts as the main contractor. Similar works are considered to be the construction of a publicly accessible village square, sports field, adventure trail, playground or other sports and leisure facility. The reference projects must have obtained a use permit.
The site manager must have a construction-related education and at least 3 years of experience in managing construction works. Previous experience on at least one similar project is required, covering the construction of outdoor areas, earthworks and drainage works, and external structures, including electrical or lighting solutions.
A price schedule and a digitally signed CV of the site manager must be submitted. The tender must comply with the tender documents and conditional tenders are not allowed.
