Compliance requirements
The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, child labour, human trafficking, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, it must be checked whether self-cleaning is allowed and what evidence must be submitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register. The minimum amount of professional liability insurance is EUR 50,000. The bidder’s average annual turnover in cleaning and maintenance services for the last three completed financial years must be at least EUR 200,000. The bidder must have at least two service contracts for maintenance/cleaning services performed for a legal entity during the last three years, each covering at least 500 m² of cleaned area; a list of contracts must be submitted with the counterparty’s details, contact information, service period, area cleaned, contract value and the procurement reference number if it was a public contract. If a service contract is still ongoing, it must have been in progress for at least 24 months. Compliance requirements also include a cleaning supervisor with the professional qualification Cleaner Supervisor, level 4, or Cleaning Manager, level 5; staff must have a written health certificate confirming screening for infectious diseases. In addition, environmental training must be provided before service starts, and monitoring and eco-label requirements apply to cleaning products, soaps and tissue-paper products. Some requirements may only be fully specified in the tender documents and should be checked there.
