Compliance requirements

Qualification criteria and exclusion grounds

If the bid is submitted jointly, the joint bidders must appoint an authorised representative and submit the joint power of attorney and confirmation of joint and several liability using Annex 4 Form I. The bidder must submit the participation application according to Annex 4 Form II. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The bidder must also confirm that it will not use subcontractors or suppliers representing more than 10% of the contract value if they are Russian nationals, residents or entities established in the Russian Federation, or entities more than 50% owned by them or acting on their instructions. The bidder must be the official representative of the offered device and must provide a document proving the representation right granted by the manufacturer or, where applicable, by the manufacturer’s authorised representative; any sub-delegation documents must also be provided. The offered devices must bear the CE marking and comply with Regulation (EU) 2017/745; declarations of conformity and, where applicable, certificates of conformity or copies must be submitted. The bid must comply with the technical requirements in Annex 1, and the bidder must submit Annex 1 completed, the manufacturer’s technical datasheet and/or user manual, and maintenance plans for the warranty period. The bid price must be submitted according to the structure set out in the worksheet “Award criteria and evaluated indicators”. If equivalence is claimed, the bidder must explain it and attach evidence of equivalence.
