Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also contains questions on whether the information is electronically available and what evidence must be provided.
Qualification criteria and exclusion grounds
For lot 1, indoor cleaning services, the bidder’s total turnover for the last completed financial year must be at least EUR 30,000. The bidder must also have at least one similar service contract performed during the last 36 months and must provide the contract value, signing date and the other contracting party’s contact details. For lot 2, outdoor cleaning services, the bidder’s total turnover for the last completed financial year must be at least EUR 70,000. For this lot too, the bidder must provide details of at least one similar contract performed during the last 36 months, including the value, date and the other party’s contact details. As compliance requirements, the bidder must confirm that the tender complies with the procurement documents, that the tender price is submitted in the required structure, that a power of attorney has been attached in the case of a joint tender, and that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are linked to the Russian Federation or under its control. The bidder must also confirm that no prohibited information has been marked as trade secret and that equivalence has been explained with supporting evidence where necessary.
