The bidder must be registered in its home country’s commercial register or an equivalent register. The bidder’s average net turnover for the last three completed financial years before the start of the procurement procedure must be at least EUR 9,000,000. The bidder must provide a turnover overview and, if necessary, supporting evidence if the contracting authority cannot verify the data from public databases. The bidder’s team must include: - a project manager with at least EQF level 7 or equivalent as a chartered civil engineer, specialised in building construction and construction management; - a site manager with at least EQF level 6 or equivalent as a civil engineer, specialised in building construction and construction management, or level 6 as a construction manager, specialised in general building works. The same person may not act as both project manager and site manager. The bidder must provide the competent person’s name and, if competence cannot be verified from a public database, a copy of the certificate. If the bidder is not established in Estonia, it must submit a copy of an equivalent document issued in its country of establishment or other proof of the required professional qualification. The bidder must have carried out at least 1 cold storage construction project of at least 1,000 m2 within the last 60 months. Suitable experience includes construction, extension or full-building reconstruction of a cold storage facility as the main contractor, as well as construction of a cold storage facility as part of a larger building. The bidder must provide details of duly concluded and properly performed contracts; it is recommended to add client confirmation letters. If the contracts were awarded through public procurement, the bidder must also provide the procurement reference number.
