Compliance requirements
The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice listed the exclusion grounds, but the exact details should be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder must be entered in the business register of its country of establishment, or provide proof that it is entitled to operate in the relevant field. The bidder’s net turnover for each of the last three completed financial years must be at least EUR 100,000. Within the last 36 months, the bidder must have completed at least one equivalent design assignment as the main contractor: design of a building or building complex at least to basic design stage, with a design volume of at least 1,000 m2 of enclosed net floor area and covering architecture, structures and technical systems, including heating and ventilation, cooling, heat supply, electrical installation, building automation and energy efficiency. The bid must include the architect’s, project manager’s and specialist designers’ details and the relevant professional qualification certificates or equivalent documents; for Estonian certificates, the contracting authority will verify them in the public professional register. The bid must also include a concept design for the building’s architectural solution, the bid price in the required structure, the CV form in Annex 4, and, where applicable, a joint bidders’ power of attorney. Conditional bids are not allowed, and the bid must comply with all requirements set out in the procurement documents.
