Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The ESPD also requires answers on whether the information is electronically available and, where relevant, the related references, codes and issuer details.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 3 similar contracts in the last 36 months, each concerning the sale of fire helmets, with at least 100 fire helmets delivered in a single delivery under each contract. The list of contracts must be provided in the ESPD. If the bidder relies on the capacities of another company, the bidder must also submit an ESPD for that entity and its declarations on the absence of exclusion grounds and compliance with the relevant selection criterion. The bid must comply with all technical specification requirements, remain valid for 3 calendar months from the submission deadline, and include the manufacturer’s product sheets, the technical compliance form, confirmation of sample submission, and certificates or equivalent proof of compliance with the required standards. The offered goods must comply with EN 443:2008 and EN 16471:2015 or equivalent standards; if the evidence is not in Estonian or English, an Estonian translation must be attached. The bidder must also confirm that the goods are not subject to international sanctions and that subcontractors or suppliers linked to the Russian Federation are not involved for more than 10% of the contract value.
