The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption and fraud. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures. The notice also asks whether the information is electronically available and, if so, for supporting details. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the official tender documents.

The bidder must submit the tender on the required forms and confirm that the tender complies with the procurement documents. Conditional tenders are not allowed. If the person signing the tender is not a person with representation rights in the register, a power of attorney must be attached. In the case of a joint tender, a joint tender power of attorney must be submitted. The bidder must provide a document confirming the right to sell the offered product and attach the descriptions and manufacturer information needed to assess product compliance. The offered standing bed must comply with the technical specification. As a technical capability requirement, the bidder must ensure that throughout the contract period there is at least one maintenance engineer in the team who has completed the manufacturer’s additional training and whose work area is in Estonia. The person’s name and a certificate proving completion of the manufacturer’s training must be submitted.
