Compliance requirements

The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If such a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have completed at least one similar design contract within the last 36 months. A similar contract is a design contract for waste management, environmental protection or a technological facility, where the technological process, material handling or treatment line solution was addressed. The bidder must provide a list of completed contracts with the contract value, dates and details of the other contracting party, and, if requested, additional explanations or documents. To perform the contract, the bidder must appoint at least a project manager/responsible designer and a technology process specialist. The project manager or responsible designer must have participated within the last 60 months as project manager or responsible designer in at least one similar design assignment. The technology process specialist must have higher education in chemistry, process engineering, environmental engineering, materials engineering or another equivalent technological field and must have participated within the last 60 months in the development, process analysis, modelling or design of at least one waste management, stabilisation, solidification or other industrial treatment solution. For both roles, a standard CV and, where applicable, proof of education must be submitted.
