Compliance requirements

The exclusion grounds include the usual criminal convictions and other statutory grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the procurement documents and the ESPD. The bidder must confirm whether each ground applies and, where relevant, provide explanations and evidence of self-cleaning. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the procurement documents.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require proof of registration. As regards technical and professional capacity, the bidder must have performed at least 2 similar contracts within the last 48 months, where the subject was the supply and installation of an A0 or A0+ scanner. A contract counts as completed when the scanner has been handed over to the client, accepted by the client and is in use. As compliance requirements, the bidder must submit the technical compliance table, a delivery schedule, and a manufacturer’s authorisation, partner status or other equivalent document confirming the right to install, maintain and carry out warranty repairs. The bidder must also confirm that the tender complies with the procurement documents, that equivalence has been explained where necessary, and that it will not use subcontractors or suppliers linked to the Russian Federation for more than 10% of the contract value. The offered goods must not be subject to international sanctions or originate from sanctioned territories.
