Compliance requirements
The tender documents state that the bidder may be excluded if it has tax debts or social security contribution debts, or if payment of such debts has been deferred for more than six months from the start of the procurement, unless the deferral is fully secured. The machine-readable notice also refers to exclusion grounds related to insolvency, liquidation, conflicts of interest and breaches of professional rules, but the exact details must be checked in the tender documents. Subcontractor checks at contract performance stage are also described, but they are additional execution-stage controls, not the bidder’s main exclusion grounds.
Qualification criteria and exclusion grounds
The bidder must have annual net turnover in construction activities of at least EUR 700,000 in each of the last three financial years. If the company has operated for less than three years, the requirement is assessed for the period of activity based on the available financial years. Annual reports or profit and loss statements must be attached if they are not yet available in the business register.
The bidder must have completed at least two similar construction works as main contractor during the 60 months before the start of the procurement. Similar works are mainly buildings used as workshops, repair facilities, garages, warehouses, production buildings, technical buildings or other comparable buildings. For each reference, the bidder must provide building data, a short description of the works, the time of performance and client details.
The construction project manager and/or site manager must hold a valid level 6 diploma of a chartered civil engineer or an equivalent professional qualification and must have experience in at least two similar building construction projects during the previous 60 months. The bid must confirm the qualification and include reference project details.
The bidder must have the statutory economic activity registration required for constructing the building as specified in the tender documents. A certificate proving the absence of tax debt must be submitted, and an MTR printout is required.
