The bidder must confirm that none of the exclusion grounds under the Public Procurement Act apply. The notice requires confirmation that the bidder has no mandatory exclusion grounds under § 95(1) points 1–5 and no discretionary exclusion grounds under § 95(4) points 2–12. A foreign bidder must also provide equivalent documents from its country of establishment: a criminal record certificate or equivalent document for the grounds in § 95(1) points 1–3, and a certificate from the competent authority for the ground in § 95(1) point 4. The bidder must also confirm whether any national-law restriction on participation based on the bidder’s place of residence or establishment applies. In addition, the bidder must confirm that it does not use subcontractors or suppliers representing more than 10% of the contract value if they are linked to the Russian Federation in the way described in the notice, and that the offered goods are not subject to international sanctions or originating from sanctioned areas.

The bidder must show that its total annual turnover from business activity was at least EUR 800,000 in each of the last three completed financial years. If the latest financial year data are not publicly available, an extract from the approved annual report must be provided. Within the 36 months before the start of the procurement, the bidder must have completed at least 2 outdoor cleaning service contracts. Each contract must have had a value of at least EUR 600,000 excluding VAT. The bidder must provide the contract value, signing date and details of the other contracting party, including the client representative’s contact details and, in procurement cases, the reference number. The bid must include a contact person who performs the duties of site supervisor. This person must be available to the client 24/7 by phone, respond to emails within 2 hours, have at least B2-level Estonian language skills, and have work experience during the last three years on a site with an outdoor maintenance area of more than 50,000 m². In addition, the person must have worked as a site supervisor on one compliant site for at least 12 consecutive months. The bid must include the person’s language skills, work experience, periods, maintained areas, and the client’s contact details. The bid must describe the equipment to be used, the work organisation and how service continuity will be ensured. It must also include a detailed list of the anti-slip products to be used together with product certificates and safety data sheets. All such products must be PFAS-free and comply with Regulation (EU) 2019/1021. The bid must comply with the tender documents and, where relevant, equivalent solutions must be explained and supported by evidence. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
