Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and other listed grounds in the tender documents. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The notice also requires confirmation that the information is electronically available where applicable.
Qualification criteria and exclusion grounds
The bidder must submit a tender that complies with the technical specification. All blank fields in the technical specification form must be completed, and the manufacturer’s information material must be provided so compliance can be assessed.
The bidder must be the official representative or distributor of the offered products in the Republic of Estonia and must provide the manufacturer’s confirmation of representation and sales rights.
The bidder’s team must include a maintenance and repair specialist from handover of the device until the end of the contract, and that specialist must have manufacturer training. A manufacturer-issued training certificate must be submitted.
The bidder must submit a 4-year preventive maintenance plan together with the manufacturer’s instructions showing the required maintenance frequency and the maintenance tasks.
The tender must also comply with the general compliance requirements set out in the tender documents, including confirmation of tender submission, the required structure for the tender price, and the rules on proving equivalence. If any requirement is specified only in the tender documents, it must be checked there.
