The tender documents state the exclusion grounds in general terms: the contracting authority will exclude a bidder if the bidder has the exclusion grounds referred to in Section 95(1), Section 95(4) point 8 or Section 95(4^1) of the Public Procurement Act. There is also a national restriction related to the bidder’s place of establishment or residence if the tender documents impose such a restriction. The machine-readable notice did not include more precise exclusion requirements; they must be checked in the tender documents.

The bidder must appoint the person responsible for design, who must have at least the professional qualification of authorised architect, level 7, or an equivalent qualification. If that person obtained the qualification outside Estonia, the bidder must submit proof that the qualification has been recognised by the competent authority under the law on recognition of foreign professional qualifications. The bid must also include that person’s first and last name and professional qualification. If the bidder involves additional design-capable specialists, their qualifications and previous experience must be listed in the team submission.
