Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where this is permitted. The exact exclusion grounds and any additional conditions must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must be at least EUR 50,000. Within the 36 months before publication of the contract notice, the bidder must have completed at least one design contract similar to the subject of the tender. A similar contract means a contract that included design work at least at basic design level for external utility lines, including high-voltage, heating, water and sewerage design. The bidder must provide a list of completed contracts with the partners’ names, contact details, contract subject and contract period; if the contract was awarded through a public procurement procedure, the procurement reference number must also be provided. The project manager must have at least the qualification of a chartered civil engineer, level 7, with specialisation in building construction and the selected competence of design management or preparation of a building construction design, or an equivalent qualification. The bidder must involve specialists directly in the design work for high-voltage systems, heating/ventilation/cooling, and water supply and sewerage; each specialist must hold the required professional qualification or an equivalent qualification. If a specialist’s qualification certificate was issued in Estonia, the contracting authority will verify it in the public professional register; for a foreign certificate, the bidder must submit a copy of the competent authority’s document and an Estonian authority’s confirmation that the foreign qualification is equivalent. The bid must be submitted in full compliance with the tender documents and, where necessary, equivalence must be explained and evidenced. The bid must include Form 2, Form 3, Form 4 and, if applicable, Form 8, as well as the list of documents protected as business secrets. A copy of the competence certificate must be attached if the high-voltage specialist is demonstrated on the basis of such a certificate. The bid must comply with the tender documents, and any equivalence must be explained and supported by evidence.
