Compliance requirements

The bidder must confirm that neither it nor the members of its management or supervisory bodies have, within the last five years, been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder’s average turnover for the last three completed financial years before the start of the procurement must be at least EUR 100,000. For Estonian bidders, the contracting authority will check turnover through the register; foreign bidders must submit extracts from the financial statements for the last three financial years if requested. The bidder’s workshop must have at least 4 car lift workstations where vehicle maintenance and repair can be carried out simultaneously. The bid must include the application for participation in the procurement (Form 1) and, where applicable, a power of attorney (Form 2). The offered service must comply with the technical specification (Annex 1 to the procurement documents), and the bidder must provide manufacturer documents or other necessary information to prove compliance. The bid must be unconditional, and the bidder must confirm acceptance of all conditions set out in the contract notice and procurement documents.
