The bidder must confirm that neither it nor the members of its management body have been convicted in the last five years for participation in a criminal organisation, corruption or fraud. The bidder must also confirm that no other exclusion grounds set out in the tender documents apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where this is allowed. The exact exclusion grounds and any additional confirmations must be checked in the tender documents.

The bidder must submit the qualification and compliance documents required in the tender documents. The notice and the selected documents do not show any specific turnover, reference experience, staff, certificate or registration requirements beyond the following compliance items: the bid must be submitted by the bidder’s legal or authorised representative; if the bid is submitted by another person, a power of attorney must be provided; in a joint bid, a power of attorney from the joint bidders’ authorised representative must be attached; the bidder must confirm that the bid complies with the tender documents; the bid must be unconditional; the bidder must submit the bid price in the required structure; the bidder must attach Annex 2 in completed form; the bidder must confirm equivalence where relevant and attach proof of equivalence if needed; the bidder must provide the standard terms and conditions for the framework agreement; and the bidder must provide proof that it can make available an IATA-accredited or equivalent travel consultant during the contract period.
