Compliance requirements

The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD under the Public Procurement Act. If any ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any remediation conditions must be checked in the ESPD and the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last completed financial year within the three years preceding the start of the procurement must be at least EUR 600,000 in the field of travel agency, travel guide and tour operator services. During the 36 months before the start of the procurement, the bidder must have provided compliant travel services for at least 12 consecutive calendar months to one client whose workforce during contract performance was at least 200 employees. As compliance requirements, the bidder must have a valid IATA or equivalent accreditation for the entire contract period, at least 2 travel consultants in the team with the competencies set out in point 3 of the RHAD technical specification, the ability to provide the client with a monthly credit limit of EUR 25,000 including VAT, and readiness to offer a self-service environment if one is used. The tender must comply with the procurement documents, be unconditional, and equivalent evidence must be provided where necessary. In addition, the bidder must confirm the EU sanctions-related requirements: subcontractors, suppliers or relied-on entities linked to the Russian Federation may not account for more than 10% of the contract value, and the offered goods must not be the object of international sanctions or originate from sanctioned territories.
