Compliance requirements
The bidder and its representatives must not have been convicted of participation in a criminal organisation, corruption, fraud, money laundering, terrorism-related offences, or any other exclusion grounds listed in the procurement documents. If such a ground exists, the bidder may in certain cases submit evidence of self-cleaning to restore reliability. The bidder must also confirm that neither the bidder nor any person whose capacity is relied upon is established in the Russian Federation or the Republic of Belarus. Goods subject to international sanctions may not be offered in the tender.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must be at least EUR 400,000; the tender dossier requires the turnover figures for 2025, 2024 and 2023. The bidder must have completed at least one similar design contract within the last 36 months. A similar contract means a contract where the bidder acted as the main contractor, the design covered at least a building, part of a building or a building complex with at least 1,500 m² of enclosed net floor area, and the work was carried out at least at the preliminary design stage, including architectural, interior architectural, structural, building services, electrical installation, fire safety and energy performance parts. The project team must include a project manager, an architect and an interior architect; the project manager must hold at least the qualification certificate “Diplomeeritud ehitusinsener, tase 7” with specialisation in “Hoonete ehitus” and the subfield/competence “Projekteerimise juhtimine” or “Hoone ehitusprojekti koostamine” (or equivalent), the architect at least “Volitatud arhitekt, tase 7” (or equivalent), and the interior architect at least “Volitatud sisearhitekt, tase 7” (or equivalent). For qualifications issued in Estonia, the contracting authority checks the public professional register; for foreign qualifications, the bidder must provide the document issued by the competent authority and confirmation from the competent Estonian authority that the qualification is equivalent. The tender must be submitted using Form 2, Form 3, Form 4 and, where applicable, Form 8, and the bidder must confirm compliance with the procurement documents.
