Compliance requirements
The bidder must confirm the absence of the mandatory exclusion grounds listed in the tender documents, including criminal organisation, corruption, fraud and other serious offences. The bidder must also confirm that no prohibited subcontractors or suppliers are used for more than 10% of the contract value under the Russia-related sanctions rule. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed by the tender documents or applicable law.
Qualification criteria and exclusion grounds
The bidder must have completed at least two toner sales contracts in the 36 months before the start of the procurement, with a value of at least EUR 40,000 excluding VAT for each contract. If a contract is still ongoing, it must already have been completed to the required extent and only the accepted part counts. The ESPD must include a list of these contracts with values, dates, counterparties, contact details and procurement reference numbers. The bid must include the e-catalogue Excel sample offer, comply with the required structure, and confirm that equivalence is explained and supported by evidence where needed. The bidder must have an e-shop, warehouse management program or another environment that can be integrated with the e-catalogue within one month after contract signature.
