Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with representation rights, have been finally convicted within the last five years for participation in a criminal organisation, corruption, or any other exclusion ground named in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have, within the last 36 months, completed at least one similar project as lead designer at the level of a preliminary design for a building construction or reconstruction project. A similar project means the design of a visitor centre, museum, community centre, library or cultural centre together with the design of the outdoor area or territory. The bidder must provide contract details: project name, client, period of performance and description of the work.
The bidder must involve a responsible project manager in the performance of the contract, and that person must participate personally and directly. The project manager must hold either a level 7 certified civil engineer qualification in design management with specialisation in building construction, a level 7 authorised architect qualification, or another equivalent professional qualification that gives competence to manage the design work that is the subject of the tender.
The bid must comply with the tender documents and, where necessary, equivalent solutions must be explained and evidence of equivalence must be attached. The person submitting the bid must have the right of representation; if this does not appear from the register, a power of attorney must be attached. In the case of a joint bid, a joint power of attorney must be submitted and each joint bidder must also provide an ESPD. If the bidder relies on the resources of another company, that company’s ESPD and consent must also be submitted. The machine-readable notice did not include precise qualification or compliance requirements; they must be checked in the official tender documents.
